I purchased coins to use for my children's profiles on my parent account and the purchases are not usable on their accounts and only usable on mine. On the Microsoft FAQ section for the better together update it states that purchases are usable on my children's accounts on Xbox live but they aren't allowed access to the skin and texture packs they purchased. These were purchases done with the better together update.
