I had download the city texture pack when it came out and the textures were fine until the next update which was back in May or April when the textures became fuzzy and not as realistic anymore and flowers were huge when place in item frames.

      I have uploaded some screenshots, so you can see. Now I have seen similar situations that were resolved but hasn't been on my iPad mini 2 and my other friends are running the same version and see the textures not fuzzy at all.
