Mining with Efficiency 5 diamond pickaxe makes Haste 2 buff from a beacon not do anything

      There is no speed change when under the effect of a beacon set to Haste 2 when using a diamond pickaxe with efficiency 5. Previously this would allow you to mine with no delay, similar to a high-efficiency shovel, or shears on tree leaves.
