Custom entities naturally spawned on ice do not stroll. The entity will move only when it finds a target, and after attacking that target they will remain still without strolling.

To replicate this bug, create a custom entity (my entity was a quadraped), and set its spawn rules to a biome with ice (e.g., frozen). Go into game, and find a frozen biome. Your custom entity that spawned on the ice will not randomly stroll, while that same custom entity that spawned on any non-ice block (e.g., water or snow) will randomly stroll.

Expected behavior: the custom entity should randomly stroll on ice like vanilla entities (e.g., polar bear, cows, or pigs).

Additional details: The custom entity look_at_target animation works as expected when the entity naturally spawns on ice.
