Resource addons when deleted from global or world resource menu still remain in the world resource addon menu. When they are deleted from the world resource menu the resource pack menu indicates that the pack is missing and not deleted from the list.  In the picture you will see the list with the top three addons were deleted from world resource menu and the fourth was deleted from the global resource addon menu.  As you will notice the fourth addon pack status indicator is in search mode.
