      Pocket edition minecarts not working

      *What I expected to happen was when I placed rails and then put a minecart on them and tapped the minecart I would get in them

      *What actually happened was I tapped the minecart and it set off so I placed another one and tapped it and it broke.

      Steps to Reproduce:
      1. Place a minecart on rails
      2. Tap it
