I recently made a raid farm and I don't get pillagers. Regardless of it being on easy, normal, or hard, they don't spawn. Before I put leaves on the ground, they would sometimes spawn on the ground and not in the outpost. Now, they don't spawn anywhere. They have spawned one time in the outpost after leaving the realm and joining it back but never again.
