I host my world on PC, and it says my friend (on Xbox One) is in the game, with no join message. But for him, its stuck on 'Locating Server'. And it shows him as left the game after a while (despite no message saying he joined).
I join his world, and it shows me as not moving at all. However on my screen I can move around. Breaking blocks doesn't show the progress break on the block, and it just disappears. No item dropped.

I also tried DMZ, didn't work. DHCP reservation didn't work. Nothing is fixing my NAT from 'Moderate' to 'Open'.
Checking NAT in the settings of Xbox Networking shows 'Teredo is unable to qualify.' Clicking 'Fix it' makes it show 'Moderate'. Restarting my PC reverts it back to 'Teredo is unable to qualify.' I've checked for the Teredo adapter in the device manager, and It's not there. Not even when unhiding everything. Installing Legacy Drivers, also does not show anything for Teredo.
I don't know what else to do, and all Google is showing is "Restart your PC" or "Reinstall the game" which I've done both. I've done everything in MCPE-36190. I've tried everything said to try in reddit threads, other Jira tickets, random 'fix' articles. Nothing works. Please help me fix this. This game is supposed to be cross platform, but nothing works properly.
I for now, have this Teredo thing when I do ipconfig in cmd. Still no network adapter in Device Manager however. Still can't add a legacy device.
EDIT: Setting up DMZ seems to have worked with setting my NAT type to open. However the above listed issues when my friend joins me, and me joining my friend persist. Friend is stuck floating "Locating server" when joining me. And I just don't move when joining him on his screen. But I can move around and 'break' blocks without the breaking animation on the block or getting drops.
