Cant download resource packs when joining a server

      I cant download resource packs when joining a server. It asks to download a resource pack, and press download and then it stuck at 0.00 MB. I tried relaunching minecraft, restarting my computer but nothing works the download always stuck  at 0.00 MB. I need help.
