2080ti not being fully utilized - low framerate

      This issue affects single player world in Minecraft Bedrock edition. 

      My 2080ti is not being fully utilized, and is stuck in low power state most of the time.  Also the cpu isnt being utilized much.  Framerate is hugely affected and is inconsistent.  This is a new single player world. nothing built.  Graphic options in Minecraft to their defaults.  Nvidia control panel set to their defaults. 

      My card is capable of boosting to 1875mhz on the core clock and 7000mhz memory.  However, Minecraft bedrock runs the card at 400hz - 1000mhz core and 5000mhz memory.

      Nvidia driver 446.14 is installed (i have not tested any other driver, yet)  Latest Windows 10, 2004 (may 2020 update) was clean installed yesterday.

      If i set Minecraft windows 10 edition to maximum performance in the nvidia control panel, it helps slightly, however the gpu sticks to its default clock speed of 1350mhz.  Even after doing this, framerate is still very low for my pc specs and can dip to 70fps.

      I am not using a framerate limiter.

      To compare, there are no problems in Unique heaven.  My 2080ti card and cpu are being fully utilized. 

       

       

      System specs :_

      cpu : 3700x (stock speed)

      ram : 16gb ddr4, dual channel

      graphics card : 2080ti trio x (stock speed)

      monitor : 144hz screen (i toggled gsync, and it makes no difference)
