I was doing this command :
summon wolf ~~~+2 minecraft:ageable_grow_up

It summon a adult wolf and begging for bone, but cant be tamed using bone (missing some component groups like minecraft:wild_wolf where the bone minecraft:interact and tame event was implemented in behavior)
