When I got all 16 colors of wool I didn't get the achievement and I didn't go to creative once in my survival

      When I collected all the 16 colors of wool with my shears I didn't get the achievement then a few minutes later a breaded a horse and donkey and made a mule and I got the acheivement so why didn't I get the one for all 16 colors of wool
