Mobs residing in minecarts, and minecarts thereof, are unable to move and push other entities that are within their colliding hitbox. I came across this while trying to use ghasts in minecarts to push zombie pigman into a designated area in the nether, but the pigman would phase right through the ghast and found that it was true for all other mobs.
