My Bedrock Dedicated server has been having issues with the mob cap ever since 1.16 dropped. the server is kept on hard mode at all times, the nether has been spawning with no issues. This bug is only affecting overworld spawns, which have been next to nonexistant, even when traveling at night hundreds of blocks.
