In patrols, the all pillagers either don't spawn or despawn usually leaving one or two vindicators just wandering around, usually without a banner, making it hard to get bad omen from patrols. To reproduce go around a world and you can find random vindicators around, sometimes with banners, but with no other pillagers around.
