If you are in Peaceful mode and on Creative, you can still spawn mobs from a spawn egg.
Now, before you automatically dismiss this as Works as Intended, let me explain my logic behind this bug report.
Think of how many other versions of Minecraft have this feature. None. Not one single other version has this function (unless you count Windows 10 Edition Beta).
Disregarding the fact that a hostile mob on Peaceful mode makes absolutely no sense, this so-called "feature" is not found on any other version of Minecraft.
And the reason behind it? People forgot that they were on Peaceful mode, tried to spawn a hostile mob, and blamed Mojang for their ignorance. The developers released a "patch", and ended up nullifying Peaceful mode on Survival (which meant another patch). With this logic, we could justify sleeping in a bed during daytime because someone forgets that they can't sleep during daytime.
And the fix? If someone is on Creative (or on Survival), on Peaceful, and attempts to spawn a hostile mob, they would receive a message in chat ("Sorry, you can't spawn hostile mobs on Peaceful mode"). Such an easy fix.
In no way do I mean to rant and rave, and I apologize if it sounds that way. But going forward, it makes sense to conform the versions.
