When trying to use global resources on the realm I currently play in, they don't apply and instead the realm loads the default textures. I have checked with the realm admin, and they have showed me that there are no resource or behavior packs currently applied. From the pictures, it seems that it switches textures as soon as the resources are loaded. I have tried this on both Windows 10 and Xbox Series X but they don't load on either of those platforms.
