This issue is affecting all members of the realm. Hunger bar will regenerate rapidly while actual hunger continues to go down. Player can still be slowed with no run or starve while hunger bar is full. If actual player hunger is at three points or below, jumping will bring hunger bar back to accurate then bar will immediately regenerate.
Realm owner moved realm from normal to peaceful back to normal/hard. This may be the cause of the issue.
