My friend has her own realm and she was on peaceful. As she went to a mob spawner, while on peaceful, skeletons still spawned in her world. She tried changing it outside of the game. It didn't work. She tried downloading the world, changing it and uploading it, that didn't work. This seems to happen with any spawner.
