Hey, 

This is a pretty tricky one to explain so I'm just going to write out what has happened. 

I created a realms server and imported a save. 

I invited my friend to join the server and set him as an admin for the server. 

While we are both on the realms server making changes/building, the server is saving changes and I can see him in the tab menu, and can talk to him in chat. 

I disconnected from the server for an hour; logged back in to Minecraft, and the server said there was 1 person online. After getting onto the realm, I could see nothing had changed on his base since I had left an hour ago, so told him on discord. He said he could see everything but I couldn't. I checked the tab menu and it said he wasn't online, nor could we see each other in game.

After this, he disconnected and came back and he could see nothing had changed on the server. 

We both left and came back and started again, which after I left and came back an hour later to find it had all happened again, and the server hadn't updated. 

So while he is online by himself it appears to him as if he is connected, mobs are spawning and everything is working fine, but when I come on we can't see each other and the above happens.

Is this a bug or something we can fix now?

P.S Our game versions just say 1.13 and not any other extensions, so not sure if the ver is 1.13 or 1.13.0 or another.
