I can not try getting the Actions & Stuff Texture Pack working at the 32x and 64x settings on my realm. I have tried both in single player worlds and they work fine however when I upload it to the realm the settings are reverted to 16x. When I change it in the settings back to 32 or 64 they will still load in as 16x. This is reproduced everytime I load the world with Actions & Stuff loaded on a realm.
