I previously made a report on the issue and it was set as 'resolved' about 16 days ago though I believe I was missunderstood, I am the operator of the realm and am aware of the fact that I cannot access the manage members tab and only the owner can and as a operator I can only kick not ban and only kick whilst a player is in game.

I talked about in my last report that banning players would not work the owner would press ban but when going to ban another the player would still be a member, another realm owner on xbox tried to give a resolution to the owner of the realm this is concerning (PS4).
The resolution was to wait on the screen after kicking the person but the owner did so for over half an hour and there was no change to the members.

I am aware preview has come out so I am hoping that in 1.21.60 this can be fixed as this has been an issue for a month now and many things are relying on the fact that people get banned as if they get banned on other platforms the realm could get greifed.
