Even with sound settings completely at 0%, anytime I exit the game and open it back up, it plays at 100% volume. Looking in settings I can confirm 0% music and effects should be playing but they do. By moving the mouse over to the sound bar(to move up or down from 0%-100%) the sound immediately stops. It doesn't come back on unless the game is completely closed and exited and reopened.
