Cannot create a new 10 player realm from the iOS app

steps I took:

1. created a new survival world
2. played on the world locally
3. exited the world
4. went into settings for the world
5. selected the Play on Realm button
6. selected the Add a 10 player realm button
7. completed App Store payment process
8. received an error message in game that reads (see attachment)

returning multiple times does not allow me to create a realm.
