summary button blue outline gets overridden by dark features button in account settings

      To reproduce:

      1. Go to your account settings (your user avatar icon on the right of the header bar)
      2. click dark features button
      3. click summary button
      4.  notice that the bottom side of the blue outline of the button does not get showed.
