When hovering over "Create" it says this: "(Create a new issue /bug /feature request /ect (Type 'c' )" , however, it doesn't actually lets me to create it, I guess the website have a issue type "suggestion" but it was hiddend or disabled.

What I expected to happen was...:
It should actually lets me to create a feature request, and there should be an issue type "suggestion", if feature requests are intentionally not accepted, hovering over "Create" should not says that I can create feature request.

What actually happened was...:
Hovering over "Create" says that I can create feature request, but I cannot actually create it, and there is only an issue type called "bug", no "suggestion".
