The minecraft.net website claims that "Phantom Frames" is "also available as a Java mod". This is however misleading at least and incorrect at worst, since the Java Edition download for it is in fact not a mod, but a data pack and resource pack, which also means it needs to be installed in a very different way than a mod would be.

"Mods" in Java Edition are commonly understood to modify the code of the game rather than use the existing APIs provided by Mojang.
